Maureen Gallagher, M.S., Executive Director of the Massachusetts Down Syndrome Congress (MDSC), brings over 30 years of experience leading nonprofit organizations and disability advocacy. Her work focuses on empowering individuals with disabilities and their families through innovative programs and policy change. Since joining MDSC in 2007, Maureen has transformed the organization into one of the most influential Down syndrome advocacy groups in the country. Working in partnership with state and national organizations, she has spearheaded systemic change through advocating for the passage of legislation that addresses critical issues facing the disability community in Massachusetts—including policies that support new and expectant parents, empower self-advocates to lead fulfilling lives through self-determination and employment, give access to higher education opportunities, enhance healthcare, and provide options for financial security. In 2020, Maureen led the effort to launch MDSC’s four Centers of Excellence: the National First Call Center, the Center on Inclusive Education, the Legislative Action Center, and the Your Next Star Employment Center. Each of these Centers provides programs and initiatives based on proven best practices that enhance the lives of individuals with Down syndrome across the lifespan. Maureen holds a B.S. in Management from Babson College and an M.S. in Human Services from UMass Boston. She earned a Certificate in Performance Measurement for Effective Management of Nonprofit Organizations from Harvard University’s Kennedy School of Government. In 2018, she received the distinguished Gunnar Dybwad Leadership Award from the MA Department of Developmental Services. She is also the mother of an adult daughter born with a developmental disability.
